Should the NHL playoffs be restructured?

I'd think only the top 16 teams out of the whole league should be able to make the playoffs. If they had it like this, there would be better teams in the playoffs. There would be no Canadiens or Sens, I'd rather a worthy team make it in the playoffs, a team that scores more goals than goals against.
