I need help? Neighbor is trying to get is kicked out of mobile home park?

We live in a mobile home park in Texas and our neighbor is always telling on us for anything.. Once because to many people supposively come visit..but not true it was just the week my sister graduated thAt we ha visitors but no more than 5.. No one took up his parking space either... Another time because we have kittens and we were the only ones that had to get rid of them... Everyone else in the park has them... He is so nosey and literally stands in front of our house for every movement... He doesn't work lives off disability and the man is fine..at six o clock in the morning he sits on his porch to watch my mom drop off my brothers at school to see If he can tell about something..we are a big family.. Which means mother father and 12kids all from same mom and dad... Once you hit 16 in our house you have to work to help with the family and he thinks there is to much movement in our house... Our landlord has told us he doesn't want us because of to many kids but they are the most disciplined kids on the block...our house was torn down last year because the other landlord wants to build aparments... And thankfully God provided for a nice trailer but land is very expensive around here... Anyhow got off subject but is there anything to do about a nosey neighbor or one that stares to much
